My appointment as Vice-Governor in 2022 follows 11+ years in various roles at operational level. The Bank's mission is to promote social cohesion in Europe.

My organisation

The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate. The CEB’s mission is to promote social cohesion in Europe, defined as “the capacity of a society to ensure the well-being of all its members, minimising disparities and avoiding marginalisation”. The CEB pursues its mission by financing social investment and projects that serve vulnerable people, across three lines of action: Investing in people and enhancing human capital;, Promoting inclusive and resilient living environments;, Supporting jobs and economic and financial inclusion. The CEB is active in the sectors of health and social care, education and vocational training, administrative and judicial infrastructure, historic and cultural heritage, social and affordable housing, urban rural and regional development, natural or ecological disasters, environmental protection, MSME financing, and microfinance. Three cross-cutting themes guide the way in which CEB activities are designed and implemented across all sectors: climate action, gender equality, and digitalisation. The Strategic Framework 2023-2027 serves as the reference framework for the CEB’s activity and sets its strategic directions in light of the operating context. For the period 2023-2027, the CEB pursues three overarching objectives: Respond to evolving social development and inclusion challenges in a flexible manner;, Invest in the assistance and integration of refugees and migrants, in their host communities, and in preparedness for future migratory dynamics;, Support the reconstruction and rehabilitation needs of Ukraine’s social sectors.

About me

Johannes M. Böhmer was appointed Vice-Governor for Social Development Strategy at the CEB in July 2022. His five-year mandate started on 1 August 2022.

Prior to his nomination, Johannes M. Böhmer held a wide range of senior positions and acted as a member of the General Management Committee at the CEB, thereby making substantial contributions to the Bank’s work and operations. Since joining the CEB in 2010 as Internal Auditor, he successively held general management responsibilities as Director of Human Development & Internal Services, Director of the Executive Office, and Director of European & External Affairs.

Before joining the Bank, from 2005 to 2009, Johannes M. Böhmer was Director of KPMG Germany’s High Growth Markets Practice for India – on post in Mumbai as Director of Indo-European Business Group in 2008-2009 – where he developed cross-functional strategies, coordinated Indo-European projects and enhanced audit and consulting work on Indo-European cross-border investment projects. Beforehand, from 2003 to 2005, he was Business Development Manager, Markets Northern Region of KPMG Germany, following more than ten years in the audit service at KPMG where he developed an in-depth knowledge in international statutory audit and financial advisory services.

Johannes M. Böhmer holds an MBA in Economics and Business Administration from the University of Mannheim.
